Today we have installed zBlock on the public servers, the latest version of zBlock (3.1.1) included a new CVAR which is zb_cvarprotect. If you set this to 0, cl_restrict_commands 1 players will not get kicked, while textured wallhacks/colored models/full brightness maps are blocked.
So IF you want to hack, install hooks (exe and dll) files which mostly leads to VAC ban.
